Truck Stop Electrification Project

The U.S. Environmental Protection Agency has awarded an assistance grant to the Maine Turnpike Authority, providing funding under the American Recovery & Reinvestment Act of 2009 for a Truck Stop Electrification project. The project is the construction of 30 electrified parking spaces at the West Gardiner, Maine service plaza. Truckers traveling the I-95 corridor will be able to take Federal Motor Carrier Safety Administration (FMCSA) mandated rest periods using plaza-provided heating, ventilation and air conditioning (HVAC) and auxiliary power instead of running their diesel-burning engines.

Availability of Truck Stop Electrification (TSE) in this location is an important link in a chain of TSE facilities between the Canadian Maritimes and Florida. Depending on the price of diesel fuel truckers will likely save $20 per 10-hour stopover, and annual emissions will be reduced by about 1.3 tons for particulate matter, 48 tons for nitrogen oxides, 11 tons for hydrocarbons, and 2,000 tons for carbon dioxide. Jobs in the manufacturing and construction sectors will be supported through the site preparation and installation of equipment. Long term environmental, public health, and economic benefits will result from direct investment in diesel emissions reduction and increased fuel efficiency in the freight transportation sector.

Electrification Project RFP

The proposal for manufacturing, installing and operating 30 Truck Stop Electrification units at the West Gardiner Service Plaza site has been awarded to Craufurd Manufacturing, LLC (AireDock) of Belchertown, MA. The contract price for 30 ‘AireDock’ units is $355,860.00 Craufurd (AireDock) will also operate the facility on behalf of the Authority under a long term agreement. The facility is expected to be operational by early summer 2010. Information on the Craufurd Manufacturing system may be viewed at the Craufurd Manufacturing web site.

The West Gardiner Service plaza is located off the Maine Turnpike; Exit 102 northbound, Exit 103 southbound and off I-295 northbound at Exit 51 in the Town of West Gardiner, Maine. The work area is located at the south end of the existing truck parking area (see illustration).

R.J. Grondin and Sons of Gorham, Maine is the general contractor for the $773,000 project. The work under this contract consists of expanding the existing parking lot at the West Gardiner Service plaza to add an additional 36 truck parking spaces. The work includes, clearing, earthwork, paving and other work related to the project according to the plans and specifications. The contractor began in mid-September with the contractual completion date set for end of June 2010.

The Maine Turnpike authority has received 100% funding for this project under the American Recovery & Reinvestment Act of 2009 from the United States Environmental Protection Agency (EPA). The Contractor shall comply with the EPA and Federal requirements associated with this project which are noted in the Contract.
