Summary
The position manages all aspects of the MTA GIS program. This includes responsibility for the GIS System Software, system hardware, system data and external data links, data integrity, GIS Layers and reporting, and all access and security information. The position will manage data collection from all sources and will coordinate with internal and external data providers. The position will coordinate the MTA system with state and local government systems.

Essential Duties and Responsibilities

  • Manages all aspects of the GIS System. This includes data collections, and system maintenance
  • Develops new data layers to meet the needs of all Stakeholders.
  • Produce GIS datasets using engineering methodology and ESRI toolsets.
  • Coordinates with the IT group the backup and data retention for the GIS system and other supporting systems.
  • Promotes and makes presentations and provides training to stakeholders as needed on the use of the GIS system
  • Be capable of carrying out geographic analysis and map production for a wide variety of Transportation oriented GIS problems.
  • Assists the development group and operations group with the integration of Asset Management System(s)
  • Coordinates data collection and linking from all sources (internal and external)
  • Maintains user accounts and security access for GIS system and other supporting systems.
  • Completes analysis and definition of system and software requirements working directly with department managers.
  • Completes an annual system review and issues a report on system stability and progress.
  • In collaboration with development team, reviews detail implementation plans and creates application documentation including but not limited to data flow diagrams, database manuals, flowcharts, and procedure manuals.
  • Develops policies that insure that system documentation is maintained.
  • Assisting Management with prioritizing of GIS and data collection projects.

Supervisory Responsibilities
Manages Clerical and Technical Staff assigned to the project.

Required Knowledge, Skills and Abilities
Excellent verbal and written communications skills and customer service experience. Experience with ESRI suite of GIS software including; ArcGIS Desktop, ArcGIS Server, and ArcSDE. Stong organizational and software documentation skills. Must be able to handle multiple projects and deadlines and be self motivated. A strong knowledge of GIS/CADD interoperability is required.

Education and/or Experience

  • Bachelor’s degree from an accredited four-year college in GIS, engineering, computer science, geography or planning is required.
  • Three to Five years recent relevant experience and/or training, or equivalent combination of education and experience.
  • Proven staff development, project management, communication, analytical, and strong interpersonal skills required.
  • Demonstrated hands-on experience in the implementation of computer software systems.

Certificates, Licenses and Registrations
Non relevant, although on-going training in software program and system developments is considered essential.

Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Must be a very competent writer of reports and other business correspondence. Ability to effectively present information and respond to questions from groups of managers, patrons, and the general public.

Mathematical Skills
Ability to apply advanced mathematical modeling techniques for purposes of forecasting potential organizational and financial performance.

Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagrammatic form and deal with several abstract and concrete variables. Considerable ability to exercise judgment and discretion in the application of policies and procedures.

Physical Demands
Regularly required to sit for prolonged periods of time. Occasionally required to stand, walk, and frequently use hands to operate the keyboard of a personal computer and other office equipment. Occasionally lifts and/or moves up to 25 pounds. Specific vision abilities include close vision and the ability to adjust focus quickly Occasionally the position will be required to go out into the field to update information.

Working Hours
Typical hours are Monday through Friday, 7:30 a.m. to 4:00 p.m. This position may be subject to some non-routine hours. Employee must be available to come in early or work late on occasion.

Work Environment
Primarily those of a professional office environment. Occasionally may be exposed to wet and/or humid conditions, moving mechanical parts, fumes or airborne particle, and outside weather conditions. Greater exposure to noise when traveling and meeting at turnpike sites.
